a. The Minister of Health is faced with two contradictory directives: "review" and "action."

b. Is the problem with the president of the Medical System Organization due to a lack of understanding of the administrative structure and the exercise of power, or is it the responsibility of the technical staff and the heads of the President's office and the First Vice President's office for failing to prepare a comprehensive and effective memo for issuing orders?
