Spokesperson of the Guardian Council: In light of the numerous inquiries from the public regarding the amendment of Note 5 of Article 5 of the University Admission Assessment Law, which was approved by the Parliament, the Guardian Council held extraordinary sessions to examine this proposal.

It was determined that the Parliament's resolution contradicted the decisions of the Supreme Cultural Revolution Council and violated Article 57 of the Constitution, leading the Guardian Council not to approve the Parliament's resolution.

Postscript: I have frequently noted in Abdi Media regarding the incapacity of the revolutionary Parliament and previous Parliaments, even when bills and proposals contradict the decisions of the Supreme Cultural Revolution Council within the current power structure of the Islamic Republic.

However, even the representatives of the revolutionary Parliament did not want to acknowledge their limited powers within the structure of authority.

As long as the Supreme Cultural Revolution Council has the support of the Supreme Leader of the Islamic Republic, its resolutions are effectively treated as law and even take precedence over regular laws. This precedent was established during Ayatollah Khomeini's time.

Although the legal boundaries in the Islamic Republic have long been blurred, laws are not solely defined by Parliament's resolutions that receive approval from the Guardian Council; the decisions of various high councils also carry the weight of law and sometimes take precedence over regular legislation.
