Do you remember that I wrote you will still be astonished by the accounts of the judicial and supervisory files of the Zavieh Financial Group?

My note to Dr. Latif Sarvi, the Head of the General and Revolutionary Courts of Tehran, regarding the case of tax evasion, money laundering, and Social Security claims, which, by the interrogating judge Keyvan Jafari of the First Investigation Branch of the Prosecutor's Office for Government Employees—without referral to the Economic Deputy of the Ministry of Intelligence, the Intelligence Organization of the IRGC, or the Economic Security Police of Faraja, and without the slightest inquiry from the Social Security Organization and the inspection and security centers of the Ministry of Economic Affairs and Finance or the Country's Tax Affairs Organization (except in the case of one dissolved company, the Zavieh Oil and Gas Investment, from the Disciplinary Prosecutor for Tax Affairs)—had ended in the issuance of a suspension and non-prosecution order, and I had predicted its result in a separate note—do you remember?

I wanted to say: Judge Mohammad Baqer Hassanvand, the presiding judge of Branch 1060 of Tehran Criminal Court 2, specialized in handling the crimes of government employees, in the judgment you see, after several days from the referral of the case, apparently did not deem it advisable to enter into this extraordinarily important case, and without entering into the substance of the charges—even to the extent of admonishing the interrogating judge and the prosecutor's office to begin the preliminary investigations from the competent sources and to verify even the accuracy of the claims raised by the complainants of the case by inquiring from the aforementioned centers—chose the easier path and, with his respectable judicial decision, declared:

"In this case, I have not reached documents that the complainants are harmed by the crime, and therefore they are considered informants, and consequently they cannot object to the interrogating judge's order, and ultimately he closed the case with a final ruling."!

Note: At least one of the complainants in this case was a member of the board of directors of numerous companies of the Zavieh Financial Group, who was summoned to the tax administration to give explanations about these companies, and the Social Security Organization also served him a notice of workplace inspection, and this action was taken instead of serving the real managers of this group!

Another complainant was a member of the board of directors of a company from the Zavieh Financial Group, whose forged signature was used to obtain facilities, and that company was also dissolved during the judicial investigations!!

One reporter to the interrogating judge was the alternate inspector of numerous Zavieh companies, who, according to the Commercial Code, had reported in writing to the judicial authority under whose supervision the case was, and the interrogating judge paid no attention at all to this report!!!!

Of course, Mr. Naser Atabati, the Head of the Judiciary of Tehran Province, who was personally today at the headquarters of the General and Revolutionary Courts of Tehran and Government Employees, is aware of this case—how much non-collection of tax and Social Security claims and consequently [loss] to the government and the establishment has been caused by the closure of this case in this manner and the prevention of investigations and its documentation?

And now, with this judgment, who and which groups breathed a sigh of relief from the investigations and examination of the documents and assets of this great group?

Is it not bitter?
Oversight in the country is a joke.
