A list of decisions and rulings from the councils and committees of the ministries of Science and Health that have been excluded from the jurisdiction of the Administrative Justice Court.

In a letter to the Deputy for Electronic Judicial Services at the Center for Statistics and Information Technology of the Judiciary, the issues regarding the lack of jurisdiction of the Administrative Justice Court in handling lawsuits were communicated for notification to electronic judicial service offices.

According to the public relations of the Administrative Justice Court, based on the resolution No. 24360/1402/دش dated 1402/12/01 of the Supreme Council of the Cultural Revolution, decisions and rulings issued by specialized councils and committees active in the ministries of Science, Research, and Technology, Health, Treatment, and Medical Education, the National Organization for Educational Testing, universities, and other educational and research centers concerning specialized scientific, educational, and research matters will not be subject to complaints or adjudication in the Administrative Justice Court or other judicial authorities.

In this regard, the esteemed head of the Judiciary, in a circular dated 1403/09/13, excluded the following decisions and rulings of specialized councils and committees from the scope of judicial oversight, including the Administrative Justice Court:

1. Decisions and rulings of the Board of Trustees
2. Decisions and rulings of the Evaluation Board
3. Decisions and rulings of the Disciplinary Boards of Professors
4. Decisions and rulings of the Student Disciplinary Committee
5. Decisions and rulings of the Student Recruitment Committees
6. Decisions and rulings of the Faculty Recruitment Committees
7. Decisions and rulings of the committees addressing violations in examinations
8. Decisions and rulings regarding retirement, promotion, examinations, evaluations, and academic acceptance processes, student recruitment, faculty member recruitment, student scholarships, study opportunities, and similar matters that are solely related to specialized scientific, educational, and research affairs.

In line with this and considering the circular from the head of the Judiciary, the Administrative Justice Court, through a letter to the Deputy for Electronic Judicial Services, requested that this information be communicated to all electronic service offices to inform citizens about the lack of jurisdiction of the Administrative Justice Court in handling the aforementioned lawsuits. This is to ensure the rule of law and citizens' rights while preventing the infringement of the rights of stakeholders within the designated timeframe outlined in the resolution.
