One million and 800 thousand households in Iran are considered 'invisible citizens', meaning they are 'city dwellers' but are not recognized by local authorities and other citizens. The residences of these individuals are in 'self-built informal neighborhoods' located in abandoned urban areas.

Currently, the informal settlements within the city of Tehran are home to nearly 300,000 invisible citizens, most of whom are recent 'migrants' to the capital. An invisible citizen is in severe housing poverty, and the majority of these individuals have informal jobs.
