A number of colleagues have raised doubts about a note I addressed to Mr. Khodaiyan, Head of the General Inspectorate of Iran,and Mr. Saleh Abadi,Head of the Central Bank of the Islamic Republic of Iran.They have requested a one-sentence Doc from the text

In part of the text, I mentioned:

"Islamic government has gained significant revenue from this method, although #Ayatollah_Khomeini entrusted currency management solely to the government, and Hassan Rouhani, the then President, publicly announced this. However, the result is that government officials in various administrations have mismanaged and failed to apply effective economic oversight and proper management of supply and demand."

The question concerns the document related to the delegation of currency to the government by Ayatollah Khomeini.

There are two accounts of this matter:

First, in the book Imam Khomeini as Narrated by Ayatollah Hashemi Rafsanjani on page 313, it is written:

"A major part of our foreign currency is from the oil we sell, and this currency (money) belongs to the government, and Imam's view on this matter is the same."

Second, in statements made by Hassan Rouhani, the then President, the issue was disclosed confidentially. On July 4, 2020, during a cabinet meeting, he stated:

"Exporters should know that this currency belongs to the government. Those who sent currency abroad did so using engineers and workers who were trained in our schools and universities, with subsidized energy and transportation facilities, and workers receiving government subsidies. Therefore, a large part of this work was undertaken by the government. The fatwa of the late Imam was that the currency belonged to the government, and its price is also the government's. Therefore, we are the owners of the currency."

This issue had not been discussed previously and was considered confidential. I referred to these two sources in my note.

I hope this explanation clarifies the matter for interested and questioning individuals.
