Messrs. Hassan Habibi, Seyyed Reza Zavarei, Mohammad Reza Abbasi-Fard, Ahmad Alizadeh, Mohammad Reza Alizadeh, and Ali-Arad, the jurists of the Guardian Council, came and said that people feel your absence from the management of the country and asked me to take a more active role in important national affairs. I said that my policy was precisely to open the way for talent to emerge and for younger, more energetic forms of leadership to develop. I told Mr. Abbasi-Fard to tell Mr. [Morteza] Moqtadaei, [Prosecutor General], that if the Leader was going to pardon Mr. Karbaschi after his conviction, it would be preferable for the Judiciary to resolve the matter itself, or to allow more time for the case to be reviewed again.
Mr. [Hashem Hashemzadeh] Herisi, a member of the [Assembly of] Experts, came. He recalled an incident from the early days of the Revolution, saying that when I was serving as acting Minister of the Interior, I had issued him an order to deal with affairs in Azerbaijan, and that he had been impressed when I changed the wording “mission” in the draft to “I would appreciate it if you would...”. He suggested that I make the [Assembly of] Experts more active by making its deliberations public and activating the Investigative Commission. He also said that it would be better for the Leader to make fewer confrontational statements and to separate the Executive Headquarters of Imam’s Directive from himself.
Dr. [Mohammad Ali] Najafi and [Masoud] Nili from the Planning and Budget Organization came. They brought the general policies of the Third Development Plan, which had been approved by the government, for review by the Expediency Council. They said that about 5 trillion rials in debts had remained from last year and that, even if oil prices improved, they would probably still face a budget deficit of about 10 trillion rials this year. They also criticized Mr. [Mohammad] Yazdi’s Friday sermon the previous week and thanked me for yesterday’s Friday sermon.
In the afternoon, Dr. [Nasrin] Moazemi, [head of the Persian Gulf Biotechnology Research Center], and the scientific group that had worked with her in Qeshm came. They complained about Mr. [Behrouz] Boushehri, [CEO of the Qeshm Free Zone Organization], for failing to support them. A group of members of the [Central Council of the] Executives of Construction [Party] came and appealed to me for help in resolving Mr. Karbaschi’s problem. At noon, Faezeh and Mohsen came for lunch. Faezeh insisted that I grant permission for her previously arranged trip to New York, which had been endorsed by Mr. [Hadi] Nejad-Hosseinian, [Iran’s Permanent Representative to the United Nations], but I refused.
