The crisis in the Balkans is becoming more severe. Serbia’s pressure on the people of Kosovo continues. The refugees have become a major problem. Three American soldiers have gone missing in Macedonia, and at the last moment, a mobile transmitter reported again that they were being pursued. Russia has sent a fleet of warships toward the Mediterranean, and NATO has announced that it will begin the third phase of its operation today, attacking government centers. The first phase involved attacks on military installations, and the second phase involved attacks on military forces, limited to aerial missile strikes. There is serious debate over whether ground forces should be deployed.
