Individuals return under new titles and in new roles, yet their decision-making power and logic often remain the same as in previous terms. This continuous cycle has become so normal that urban management is seen not as a field of competition for ideas and expertise, but rather as a 'closed power club.'
One of the characteristics of this system is the soft and non-transparent rotation of managers. A person who steps down from the position of deputy mayor today might be appointed tomorrow to the board of directors of one of the dependent organizations; or a member of the city council, after the end of their term, may find a new position in the municipality's construction or service companies.
