Insisting on the enforcement of the Hijab and Chastity Law becomes an encouragement for choosing inappropriate attire, to the extent that some social groups may interpret disregard for this law as a sign of high financial capability and the ability to pay the fines stipulated in this bill.

This law specifically targets women. It also aims at prominent figures such as artists and celebrities.
