Eighty years ago, one of the largest real estate fraud cases in the history of Tehran was opened. Robabeh Memarzadeh, in cooperation with the notary Mahmud Rezvan, proceeded to sell real estate and lands to 200 people several times. This widespread fraud caused the people of Tehran to gather in front of the Prime Minister's Office. The case, which involved a large number of plaintiffs and defendants, finally ended with a resolution in the Senate after 27 years of investigation, and the acquired properties were sold to pay off the debts.

On February 1, 1971, the Senate passed a resolution stating that: "... The Civil Registry Office is authorized to sell the properties that have been acquired for the payment of the debts of Ribaba Memarzadeh and to use the funds obtained from the sale of the said properties as well as the funds obtained from the claims of the General Registry against the aforementioned to pay the obligations that it has made against the creditors of Ribaba Memarzadeh by virtue of official documents and installment bills... ».

This incident is still known as one of the largest real estate scams in the history of Iran.
