Joint Explanatory Statement by the Ministry of Intelligence and the Intelligence Organization of the Islamic Revolutionary Guard Corps

Regarding “The Interventions of the US Regime in Recent Unrest in the Country”

Offering condolences on the martyrdom of several compatriots at the shrine of Ahmed ibn Musa (peace be upon him) and the martyrs of national security, and imploring God Almighty for the exaltation of those martyrs' ranks, patience, and reward for their bereaved families, and complete and swift recovery for the injured and affected of the terrorist incident at the holy shrine. We pledge with all our hearts to pursue comprehensive, precise, and full-fledged intelligence until the identification and punishment of all perpetrators of this heinous crime and their supporters, wherever and whenever they may be. To the noble people of Iran, we convey the following: In previous statements and explanations dated September 30, we provided information on some aspects of the recent unrest. Now, with new and definitive information, and after lifting certain protective and security restrictions from another portion of the existing information, we provide more explanations to the proud people of Islamic Iran. In this regard, three points need to be clarified in advance:

Firstly, in the present statement, the accuracy of the data and its documentation has been specially emphasized. Thus, utmost efforts have been made to present the information obtained from various intelligence methods here.

Secondly, based on the existing information, it has been established that the groundwork, preparation, and a significant part of the operational execution of the recent chaos were designed by foreign intelligence services in a package and implemented within the country through certain groups and networks associated with them using various methods. Another important fact is that these services tried to exploit existing societal discontent as much as possible in their recent operations, basing their intelligence projects on taking advantage of these conditions.

Thirdly, precise and continuous intelligence monitoring over the past year, as well as the available evidence from the period of the recent unrest and the information obtained from enemy scenarios for the post-crisis period, provide ample and undeniable evidence of the comprehensive role of the terrorist US regime in designing, executing, and sustaining the mentioned unrest. Therefore, the fundamental focus of the present statement is on the role of the mafia regime of the United States, its allies, and its foot soldiers in the recent unrest in the country, in three phases: before, during, and after the unrest in our nation.

Part One: Pre-Unrest Phase

The ruthless US regime, using the painful incident (the death of the late Mahsa Amini) as a pretext and before the announcement of the investigation results, began a pre-designed and prepared project (which had even been postponed several times) with an undeniable hidden joy that was evident in all the statements and positions of its officials. It is obvious that the US regime fundamentally views global events as tools for exploitation. This is while that regime easily and quickly overlooked a deliberate, definite, painful, clear, and anti-human rights event such as the horrific murder and dismemberment of Jamal Khashoggi, which they themselves acknowledged was a deliberate act by the primitive Saudi regime and was carried out in the most brutal manner. Similarly, the regime's stance on the deliberate murder (not sudden death) of Shireen Abu Akleh by the bloodthirsty Zionists was met with complete indifference by the terrorist-supporting US government. The same goes for the brutal killings of people of color in the US by its racist police, which lead to several crimes daily, only some of which are recorded and made public.

Existing intelligence documents show that the CIA, in collaboration with allied and proxy intelligence services, had extensively planned to launch a nationwide unrest in Iran with the aim of committing crimes against the great nation of Iran and the country's territorial integrity, as well as laying the groundwork for increased external pressures. According to available information, the main role in this was played by the CIA, with close cooperation from the British MI6, the Mossad, the intelligence service of the child-killing Zionist regime, and the intelligence service of the primitive Saudi aristocracy, along with several other countries. Reliable information indicates that the planning and operational execution of a significant part of the unrest was carried out by the Mossad in collaboration with the most ruthless terrorist groups. It is worth noting that before the recent incident and since last year, this coalition had designed other topics and occasions to start the unrest, which were thwarted by the grace of God and the efforts of the anonymous soldiers of Imam Mahdi (may God hasten his reappearance) and the proud intelligence community of the country; periods such as the anniversary of certain events in previous years, the implementation of the large national project of subsidy reform earlier this year, and the American project of unveiling on July 12th.

However, some actions of the aforementioned intelligence services to lay the groundwork for the unrest are as follows:

1.Establishment of the "Partners Network"

   The terrorist US government, after despairing of confronting the great nation of Iran in military arenas and through unjust and inhumane sanctions, has recently invested in a malicious network of so-called partners to network and infiltrate social sectors. Under the guise of human rights activities and promoting democracy, US intelligence and security agencies have allocated billions of dollars annually to identify and connect susceptible elements to pro-Western networks. This infiltrative network, as the foot soldiers of social change, is tasked with creating false demands, diverting public demands, and inciting public dissatisfaction.

   In recent years, parts of this network have been identified and dealt with in various levels and professions with the cooperation of the country's intelligence community. By striking the financial supply chain and identifying elements of this infiltrative network in the media and other sectors, the main project of the US oppressive government during the Trump administration to create widespread protests was defeated. However, in recent months, the enemy has tried again to lay the groundwork for unrest by spending additional budgets and employing various methods.

Part Two: Examples of American Efforts to Create and Escalate Crises in Cultural and Social Domains

1. Oslo Human Rights Conference

   This conference was held from May 24 to 26 this year in Oslo, Norway, with the support of the US government and Zionist institutions. The main goal of this conference was to extend the so-called support for campaigns known as "supporting women's and minorities' rights in Iran" and to create convergence between such elements in Iran and Afghanistan. In secret negotiations between CIA officials and one of the mercenary women (who was a speaker at this conference), besides the issue of women, they emphasized the need to exploit any incident, including the Metropol Abadan incident, to create widespread protests! That anti-revolutionary element, after receiving instructions from CIA officials, made significant efforts in this regard and had the exploitation of the tragic Metropol Abadan incident on her agenda for a long time.

2. Inducing a Crisis of Efficiency

   After the unfortunate Ukrainian plane incident and the Metropol Abadan incident, American agents emphasized to their media agents to use every challenge and problem to induce a crisis of efficiency and conclude the illegitimacy of the system in domestic and international arenas.

This directive was repeatedly echoed both in American, British, and Saudi media and in the recent unrest by the followers of those loudspeakers.

3. Creating False Demands to Hide the Impact of Unjust Sanctions

   Americans, using their infiltrative network, which sometimes included influential social elements, tried to create false demands in cultural and social domains to attribute the impact of sanctions on people's lives and existing shortages to the inefficiency of the Islamic Republic of Iran. Existing hidden information indicates parallel planning by the official American mafia. On one hand, they imposed the harshest savage sanctions against the Iranian nation, and on the other hand, instructed affiliated media to shed crocodile tears for the people's shortages and problems, attributing every issue and shortcoming to the system's officials. Whenever they talked about easing sanctions, they defined it solely in terms of enhancing access to American social networks in cyberspace!

4. Focusing on So-Called Marginalized Groups

   After the protests in 2019, Americans focused more on creating dissatisfaction and inciting groups they call "marginalized." American agents designed dozens of projects, the confidential documents of which have been discovered, to somehow use the capacity of vulnerable groups to confront the Islamic Republic of Iran.

Part Three: Training Courses on Hybrid Warfare and Soft Overthrow

In the explanatory statement dated September 30, it was mentioned that Western and Zionist intelligence services held "Hybrid Warfare Trainer Training" courses for a significant number of pre-identified and related elements, assigning them the mission to transfer their knowledge to others and act organizationally based on it. On the other hand, those who uncover and reveal the aforementioned scenario, or even hint at it, are immediately labeled as "conspiracy theorists" by their agents or unwitting individuals. Unfortunately, some elites, knowingly or unknowingly, fall into this trap and harmonize with the aforementioned group. It is noteworthy that the US's command and control center for infiltration and influence operations, while based in the State Department, utilizes the information and capabilities of other governmental and intelligence agencies to act against the Islamic Republic of Iran.

Americans, to attract their target individuals, network with them, and transfer ideas based on creating social changes within the aforementioned goals, have organized numerous training courses in third countries, sometimes online. It is noteworthy that the coordination for the presence of trainees in third countries is often conducted by the organizers, through the offices and representations of the US State Department's mafia regime. Available reliable information about other aspects of these courses is as follows:

1/3- The coordinator of these courses is the US State Department, which is fully supported by the CIA and numerous so-called non-governmental institutions, foundations, universities, and think tanks.

Reliable information indicates that the Zionist regime and several European countries are all cooperating with this project under the guidance of the CIA.

2/3- The content of the courses is defined within the framework of "hybrid warfare and soft overthrow" components. Under this strategy, course titles and names are generally acceptable and often humanitarian but in practice, pursue the strategies and policies of the US government and intelligence agencies. These include: networking and campaign building on various topics and from different elements, empowering women, creating human rights pretexts against Iran and reporting to designated authorities, empowering subordinate unions, teaching various aspects of civil disobedience, nurturing obedient young leaders, so-called civil activism, journalism and news making during crises, activism in social and civil development, online movement training, communication security training in cyberspace, free legal advocacy training courses to support American project collaborators, courses to support the rights of sexually deviant groups, training on managing the process of demands for changing laws, setting up legal clinics to induce inefficiency of the judicial system, defining sectors and roles for civil activists within the framework of color revolutions and supporting street rioters, promoting US-required citizen journalism, networking famous, aligned, and influential social figures, and more.

3/3- The training courses have been held in countries such as Turkey, UAE, Netherlands, Armenia, Georgia, Malaysia, Indonesia, Thailand, Czech Republic, South Africa, Italy, and Seychelles (in the Indian Ocean), with or without the awareness of these governments. As observed, the venues for the courses are often countries where Iranian nationals do not require a visa for travel, and in cases where a visa is needed, it is arranged with the support of US representatives and under the guise of tourist or academic visas.

Part Four:– The Role of American and Western Think Tanks and Institutions

In recent months, American Zionist and Western think tanks and institutions have been theorizing and conceptualizing the role of women in the upcoming events in Iran, and these foundations have been incorporated into their discourse products. These think tanks, acting as the brains behind the distortion campaign, amplify or downplay events in a targeted manner through recommendations provided to their employers, increasing the delusions of US officials about the nature of events. For example, one of the suggestions from the Middle East Institute (MEI) on March 8, 2022, stated: "In the current situation in Iran, various political currents, from socialists to liberals and from monarchists to republicans, are all cooperating to create a serious alternative to the Islamic Republic, and women play the main role in this effort."

However, the mission of these think tanks often extends beyond discourse creation and recommendation provision, entering the realm of street warfare through one or more intermediaries. An example is the Foundation for Defense of Democracies (FDD), an organization affiliated with Zionist and US governments, which has extensive connections with CIA officers and the intelligence services of the occupying regime. This organization operates entirely on intelligence and has a special focus on the Islamic Republic under the "Iran Project."

Recently obtained credible information indicates that this organization has been preparing for the recent unrest months in advance. According to the American-Zionist designers of this project, movements will not succeed unless accompanied by violence.

Secondly, we need infantrymen who have no red lines and are ready to do anything.  Among the actions that they have informed the related agents, insulting the innocent imams (peace be upon them) and burning the mosque and the Quran, killing security and law enforcement officers, attacking military and law enforcement posts and headquarters, attacking the clergy. And... it is.

But in addition to the FDD organization, dozens of American cover institutions and numerous other projects are working against Islamic Iran under various titles.  such as:

Part Five– Financial Links Between Foreign Networks and Domestic Mercenaries

The transfer and distribution of foreign money among domestic mercenaries who manage infiltration projects occur through various methods. Several methods have been discovered so far, and many individuals have been arrested. For example, a network was recently identified and arrested that exploited the "barter method" with Iranian individuals traveling abroad, such as students and housing construction activists. In this method, the main agent or their proxy in a neighboring country identified individuals in need of foreign currency in the destination country, provided the required amount along with a cooperation commission, and asked them to deposit the money into a designated account (American foot soldier account) after returning to the country.

In another method, the accumulation or profit of some invested funds in platforms such as small workshops, entities involved in domestic network marketing, misuse of cryptocurrencies, and using unauthorized currency exchanges were injected into American projects inside the country. These methods effectively concealed the source and destination of funds for infiltration projects, making identification difficult. However, despite the CIA's efforts to complicate the dimensions of fund transfers into the country, multi-layered financial intelligence tracking of depositors and recipients of project funds was conducted, and ultimately, the financial and informational exchanges of the aforementioned networks were identified, and the agents were arrested.

Part Six - Identifying and organizing the network of thugs 

       In the past years, the intelligence services of the United States and the Zionist regime have made extensive efforts to inject  money and facilities, arming them with firearms and other types of equipment, providing training in various ways in order to empower them for sabotage operations against important centers and facilities, starting chaos and producing violence against ordinary people as well as police forces  And they have mobilized.

Unfortunately, the massive presence and criminal actions of thugs and mobs and new phenomena in the recent riots were quite evident and indicated a previous organization.  But before the recent riots, the presence of thugs and mobs in several assassination plans, harming operations, vandalism, threats and creating terror was confirmed, in most of the cases, they were employed by Zionists, Americans or the hypocrite group, and a significant number  Some of them were arrested and sometimes their confessions were broadcasted on radio and television.  (such as the documentaries of Wafa and Virtual Lot that were broadcast on the Islamic Republic of Iran TV).

Part Seven – Syndicate Formation and Their Interconnection

One of the main activities of enemy intelligence services to incite unrest in the country has been their efforts to influence honorable groups such as teachers, workers, and students by creating fake and corrupt groups and manufacturing leaders to exploit these classes. The vigilance, patriotism, and exemplary sense of responsibility of these esteemed groups have thwarted foreign conspiracies. The country's intelligence and security agents have been aware of many aspects of such activities and, in some cases, have directly targeted foreign nationals connected to European intelligence services, informing the noble people of Iran about the results (such as the documentary "The Story of a Mission"

regarding the criminal activities of two French agents recently broadcast on the Islamic Republic of Iran Broadcasting).

Part Eight – Intensification and Combination of Trump's Maximum Pressure Policy by Biden

Despite claiming a change in strategy compared to the previous administration, the current US government has practically continued Trump's maximum pressure path. Given the failure of that policy, as stated by American officials themselves, new areas have been added to it. These include maintaining the maximum pressure sanctions policy, targeting the influence within the country, polarizing, and attempting to dismantle the powerful social fabric of the Iranian people. In this regard, the US government, which has a history of disgraceful military coups in Iran, has increased the resources for programs disguised under flashy titles such as democracy development and counter-terrorism, and has requested their enhancement for the fiscal year 2023 concerning Iran. This program is essentially aimed at destabilizing the internal security environment, fostering hatred and violence, and creating psychological insecurity in Iranian society. In this context, in addition to strengthening and expanding the structural and financial aspects of the special section in the National Clandestine Service (NCS) of the CIA, the budget and human resources of quasi-civil sectors in the State Department on Iran, such as the Bureau of Intelligence and Research, the Bureau of International Security, the Bureau of Counterterrorism, and the Bureau of Near Eastern Affairs, have been increased. These essentially fund the aforementioned middle layer, and some of these budgets will be mentioned below.

Part Nine - Supporting terrorist groups and trying to unite them!

     The terrorist government of the United States has had and continues to have a scandalous history of supporting the most bloodthirsty terrorist groups in its various periods and governments.  One of them is the surprising contrast in behavior from the stage of putting the names of Albanian civilians on the terrorist blacklist to removing the names of hypocritical criminals from that list, material and spiritual support for them, to the presence of high-ranking members of the mafia regime in Demonstration meetings of the hypocrites!  Including the presence of people such as John Bolton, Pompeo and Mike Pence (former national security advisor of the regime, head of the CIA and former foreign minister and former first vice president of the American Dekhkhim regime) and a large number of congressmen and American senators at the headquarters of the terrorist group of the hypocrites in the year  the past  For this year as well, the former president and the murderer of the great leader of the Islamic world, martyr Haj Qassem Soleimani, was invited to attend the gathering of the hyenas of that group.  In the country of Albania and the possibility of a serious threat to the life of that murderer, his (Trump's) presence in that ceremony was rejected and basically the ceremony they wanted was canceled! 

       This is the origin of the contact of the Americans with the Piseh crime group and the person of Abdul Malik Rigi Moadoom in the past to the connections these days with various terrorist groups that use the names of the noble Iranian tribes of Kurds, Turks, Arabs and Baloch, but all of those groups  The enemies of those dear, zealous relatives are separatists who follow the mission of America and its successors.

Part Two: During the Unrest

In the first part, a brief mention was made of some of the preparations by the Great Satan coalition for prior readiness and sparking the unrest. In this section, only another aspect of the malice of that coalition will be mentioned, to the extent that security considerations allow. Perhaps in the future, with the reduction of these constraints, a detailed explanation of the opponent's plans will be provided.

1- Special Cyber Budget During Unrest

According to completely reliable information, the CIA, in addition to the annual budget allocated to the aforementioned organizations, has recently, after the onset of unrest in Iran, allocated an additional assistance budget of approximately 53 million dollars in two stages, bypassing administrative and financial formalities. It has recommended that this budget be primarily spent on so-called media affairs and strengthening internet tools to maintain communication with the rioters.

 2- US Actions Against the Islamic Republic of Iran in Technology and Media

In recent months, extensive operations against the psychological security of the Iranian people have been carried out in the form of large-scale political and social campaigns, as part of the US intelligence service's efforts to pressure the Iranian people. The launch of information and cognitive warfare by intelligence and military institutions such as the CIA, Cyber Command, and CENTCOM has caused a stir even within the US. The revelation of a small part of the extensive US cyber deception operations against the public opinion of the Iranian nation provoked reactions from American officials. Subsequently, some American media outlets attempted to downplay the extent and scope of the disgraceful operations to cover up the scandal for the US government. They are aware that further attention to this issue, revealing more dimensions, and ultimately admitting to the imposed failures would significantly increase the costs for these services.

Tracking, identifying, disrupting, and exposing hundreds of thousands of fake Persian-language accounts, which clumsily produced millions of misleading messages and content to deceive Persian-speaking audiences by resorting to fake news, exaggerating problems, and downplaying achievements, proved the operational inefficiency of the project handlers to their American employers. The hidden goal of these campaigns was to promote hatred in Iranian society and create polarized violent behaviors. Additionally, funding and networking with anti-revolutionary rented activists to conduct cognitive warfare against the Iranian people through what they called the "Global Engagement Center" (GEC) is another example of the disrupted activities of the US in this area, which has been under surveillance. In the field of technology and media activities, considering the increased influence of social networks and their news authority, the Americans launched significant influence operations and hybrid warfare against the oppressed people of Iran in cyberspace, which are briefly mentioned below:

1/2- Twitter

      By the order of the American regime, Twitter paved the battlefield and media war against the Islamic Republic of Iran by ignoring all international laws and technical and legal instructions of Twitter in favor of the enemies of Iran so that the foreign mercenary and counter-revolutionary infantry could enter the country.  Directing information services, creating thousands of fake users (robots), and spreading targeted and false news deceive the public opinion in Iran and the world.

Based on Twitter monitoring, only in the period from September 11, 2022, to October 12, 2022, more than fifty thousand new Persian-speaking users with fake identities were created on Twitter to act against the Islamic Republic of Iran. This is while before that, a maximum of about four thousand Persian-speaking users were created on Twitter monthly.

Additionally, Twitter, by increasing the message publishing capacity for each user by at least ten times per hour and removing many other restrictions, has made every effort to help amplify and highlight fake news and intensify the hybrid war against the Persian-speaking community worldwide.

The frequency of these actions caused some political factions in the United States to feel threatened and to protest Twitter's violations of the law in numerous reports, such as CNN's report titled 'Coordinated Manipulation Campaign'!

2/2 Instagram

In another instance, Meta, the owner of Instagram and WhatsApp, similar to Twitter, violated all international and its own official laws during the period of unrest in Iran. By deliberately manipulating AI algorithms, it caused fake news, hate speech, and violent actions to be widely and purposefully disseminated to the Iranian community. Additionally, like Twitter, under the orders of the U.S. intelligence service, it fully supported the anti-revolutionary expatriate pages and Saudi mercenaries, and by showing a large number of followers for the news and information of these pages, such as the official page of the custom media called Iran International, it tried to create a calculation error in the minds of the Iranian audience.

Instagram, by stirring the emotions of the Iranian community, especially the youth and teenagers, tried to create despair, increase the level of violence, and create social division in various layers of society. By conducting cyber influence operations on public opinion, it subjected Iranian users to cognitive attacks. One of the most famous tactics of this cognitive war is called 'renting media humans.' In this method, the enemy rents some well-known user accounts on Instagram and other American social networks belonging to famous figures (celebrities) who have millions of followers for a period of time and uses their identities to publish fake or biased information to deceive the audience. According to reliable information, during the unrest in Iran, some media humans residing in Germany and the UAE completely rented out their user accounts to known agents of the U.S. intelligence service.

The wise Iranian community has not forgotten the censorship of images of the brave Islamic commander, Haj Qasem Soleimani, on these American social networks. The question remains as to which intelligence organization issued the directive for censorship, restriction, and enforcement to these companies, and what convincing reason they have for this double standard and full support of rioters for the Iranian public opinion.

3/2 - Starlink

Although free access to the internet is one of the false slogans of Western liberal democracy, and they claim that free internet should be accessible to everyone, many internet services and useful software for the global community and the people of Iran have been blocked by the U.S. government. These false claimants of freedom, by providing internet services outside the sovereignty of countries like Starlink, which according to international laws should be provided with the supervision and consent of the host country, are trying to expand American internet dictatorship. A clear example of this contradictory behavior, in addition to the aforementioned cases, is the U.S. government's action to block and restrict the services of non-American communication and internet tools and technologies in America.

The agents of the American mafia government, in an interventionist action, ordered the Starlink company to provide illegal internet access to rioters in Iran without observing international regulations and without obtaining the necessary permits. At the same time, enemy intelligence services also activated their various capacities to smuggle illegal equipment of this network into the country.

4/2 - Cyber Attacks

The cyber attacks of the American mafia regime and its nurtured and paid agents are a broad topic that requires a separate discussion. However, as an example, we can refer to dozens of hacker groups that are confirmed to be affiliated with America, which attempted to disrupt the normal course of the country through targeted attacks, whether by denial of service (DDOS) attacks or infiltration and disabling services and other methods. With the measures taken, many of their mischievous attempts were prevented.

The attack on systems that provide public and people's services is their specific and defined goal; as seen in the attack on the country's fuel system last year, the attack on Tehran municipality systems, and the attack on school service systems, which showed that creating disturbances for the people was their main goal. During the unrest, dozens of hacker attacks were also carried out on service-providing organizations for the people, which were thwarted with the measures taken by the relevant authorities.

The actions of the tyrannical American regime in the fields of technology and media are not limited to these four areas, and their malice and harassment constitute a broad topic that will be addressed at an appropriate time.

3- Presence of CIA Team at the Headquarters of Anti-Revolutionary Groups

On September 20, 2022, a team from the CIA, under the cover of the U.S. State Department, visited the headquarters of the separatist group known as the 'Democratic Party of Iranian Kurdistan' in Erbil, Kurdistan, Iraq, and met with the leader of the group, Mustafa Hijri. The American intelligence team, while appreciating the merger of the two factions of the group, asked them to play a greater role in the unrest that occurred in some cities of Iranian Kurdistan. In this meeting, Taher Mahmoudi, Kamal Karimi, Mohammad Nazif Qaderi, and Mohammad Saleh Qaderi accompanied the group's leader.

It is worth mentioning that in the past, the CIA had called Mustafa Hejri and Abdullah Mehtadi (the leader of the Komleh group) to America and informed them that they should merge, and the mafia regime would only receive financial aid and weapons. America will be cut to both groups!

In the implementation of that order and as a first step, two factions of the disbanded party known as the Democratic Kurdistan of Iran merged last summer and were preparing the ground for merging with the Komleh group, which with the scandalous revelation The Ministry of Information was confronted with the affiliation of Komle to the Zionist child-killing regime.  The order to merge the two groups became traitors and affiliated with foreigners.

4- Visit of the American Team to the Headquarters of the Group Known as PAJK
