The acting head of the Ministry of Intelligence has submitted the list of hostile networks, "human-media," and user accounts to the Prosecutor General of the country, with a delay in implementing the Law on Intensifying the Punishment for Espionage and Cooperation with the Zionist Regime according to Article 4 of this law.
This list will be updated in accordance with the text of Note 4 of this law.
Since this list, although its preparation date is May 3, 2026, was recently published in the Official Gazette of the country and on the website dotic.ir, and was publicly announced.
What will be the fate of the accused and possibly the convicted individuals who, according to Article 144 of the Islamic Penal Code, were not aware and willful, and as I previously wrote on Abdi Media?
• The Ministry of Intelligence, in a letter to the Prosecutor General of the country regarding "espionage and cooperation with the Zionist regime and hostile countries against national security and interests," stated:
According to Article (4) of the Law on Intensifying the Punishment for Espionage and Cooperation with the Zionist Regime and Hostile Countries Against National Security and Interests (approved by the Islamic Consultative Assembly on October 27, 2025): "Any action or cooperation in conducting political, cultural, media, and promotional activities, creating and reflecting artificial damage, or preparing or publishing false news or any type of content that typically causes public fear and terror or is against national security, if not subject to the punishment for 'corruption on earth' (mofsed-e-filarz), shall be sentenced, at the court's discretion, to a third-degree imprisonment and permanent dismissal from government and public services. Also, sending films, images, or information to foreign networks, human-media, or virtual pages if it is against national security, and also any sending of the aforementioned items to hostile networks, human-media, or virtual pages, if not subject to a more severe punishment, shall be punishable by a fifth-degree imprisonment and permanent dismissal from government and public services, and also illegal marches and gatherings during wartime shall be punishable by a fourth-degree imprisonment."
In this regard, in accordance with the legal obligation in the note to Article (4) of the aforementioned law regarding the determination and public announcement of instances of hostile networks, human-media, and virtual pages, the said instances are hereby announced.
In determining the announced instances, the affiliation and connection of the instances with the child-killing Zionist regime, terrorist groups, and also the adoption of approaches such as promoting and training terrorist acts, promoting violence, murder, and war, creating insecurity and disturbing public peace in the country, and generally a hostile approach toward the sacred system of the Islamic Republic of Iran, have been considered.
The provided addresses are only for the preliminary identification of the instances, and the existence or creation of the announced instances on other platforms, as well as the continuation of the activities of these instances with a change in virtual addresses, still fall under the hostile instances subject to Article (4) of the law.
According to the ruling of the first paragraph of Article (4) of the law, any action or cooperation in conducting political, cultural, media, and promotional activities, creating and reflecting artificial damage, or preparing or publishing false news or any type of content that typically causes public fear and terror or is against national security, and also sending films, images, or information to foreign networks, human-media, or virtual pages against national security, regardless of the nature of the announced platforms (hostile or non-hostile), is subject to prosecution.
According to the note to Article (4) of the law, the list of announced instances will be reviewed and updated, and this will be communicated through appropriate channels.
