Penalties and Fines in the Law on Hijab and Organized Unveiling:

“Promotion and advertisement of nudity, immorality, unveiling, or improper dress”

• If coordinated with foreign individuals, governments, networks, or media:
  • If not considered as corruption on earth: 5 to 10 years in prison + 330 to 500 million tomans fine
  • If considered as corruption on earth: Execution
  • These punishments are only reducible by one degree in case of applicable mitigation rules.
• If the crime is not in cooperation with hostile foreign entities or if the person has been misled:
  • Penalties may be reduced up to three degrees.
• Authorities are required to identify the individual, block their pages, and refer them to judicial authorities within 24 hours. Judicial authorities will decide on the individual’s travel ban and the continuation of page suspensions.
• Sharing photos or videos about hijab with foreign individuals or media:
  • First offense: 2 to 5 years in prison + 165 to 330 million tomans fine
  • Repeat offense: 5 to 10 years in prison + 330 to 500 million tomans fine
• Offensive speech or mockery of hijab or promoting nudity and immorality in social media or real life:
  • First offense: 165 to 330 million tomans fine + 2 years travel ban (judge's discretion) + 6 months to 2 years ban from social media activities
  • Repeat offense: 2 to 5 years in prison + 330 to 500 million tomans fine + 2 years travel ban + 6 months to 2 years ban from social media
• Hiring individuals who promote nudity or unveiling:
  • First offense: 500 million tomans fine or twice the cost of similar advertisement in state TV (whichever is higher)
  • Repeat offense: The fine of the first offense will be doubled.
• Business owners promoting nudity or unveiling (both physical and virtual businesses):
  • First offense: 500 million tomans fine or 2 months of annual profit (whichever is higher) + travel ban up to 2 years (judge’s discretion) + ban from advertisements for 6 months to 2 years (judge’s discretion)
  • Second offense: 920 million tomans fine or 4 months of annual profit + travel ban and advertisement ban as above
  • Third offense and beyond: 2 to 5 years in prison + 920 million tomans fine or 4 months of annual profit + travel ban and advertisement ban as above
• Unveiling in businesses or workplaces (both virtual and physical):
  • First offense: 80 to 165 million tomans fine or 2 months profit from the business (whichever is higher) + travel ban of 6 months to 2 years
  • Repeat offense: 165 to 330 million tomans fine or 4 months profit (whichever is higher) + 6 months to 2 years travel ban
• Nudity or improper dress by celebrities or individuals with social influence:
  • First offense: Relevant punishment + 920 million tomans fine or seizure of 1 to 5 percent of assets + temporary professional ban up to 6 months + travel ban up to 2 years
  • Repeat offense: 1.84 billion tomans fine or seizure of 3 to 8 percent of assets + 6 months to 3 years professional ban + 6 months to 2 years travel ban + social media activity ban
• Non-removal of illegal content by user-driven platforms:
  • First offense: 500 million tomans fine or 3 to 10 percent of annual profits + advertisement ban for 1 to 3 months
  • Repeat offense: 2.7 billion tomans fine or 7 to 15 percent of annual profits + advertisement ban for 1 to 3 months
• Design or advertisement of clothing or items promoting nudity or unveiling:
  • First offense: Confiscation of equipment + 330 million tomans fine or twice the income from the crime + travel ban up to 2 years + social media ban
  • Repeat offense: 500 million tomans fine or three times the income from the crime + travel ban and social media ban as above
