"According to the principles of legislation, the philosophy behind the creation of laws is stated at the beginning of the decree as a general matter and is followed by the detailing of specific cases and regulations. Referring to such a procedure, Article One of the Modesty and Hijab Bill mentions the prevention of violations of clauses 1 and 7 of Article Three of the Constitution.

This statement comes at a time when some articles of the bill, such as Articles 48 and 50, witness violations of the constitutional principles concerning legal proceedings and the competent judicial authority to handle crimes
