Mohammad Hadi Jafarpour, a lawyer, published a video criticizing Article 49 of the Chastity and Hijab Bill and said: 

The authors of this bill, contrary to Article 32 of the Constitution, have given judicial officers permission to arrest and detain citizens without the need for a court order. 

Article 65 of this bill lists the cases in which officers have the right to seize persons or confiscate citizens' property without a court order, one of these cases is confiscation of passports of foreign tourists.
