With the right and comprehensive arrangements, it will be possible to attract hundreds of billions of dollars of capital from Iranians abroad. One of these arrangements is related to the provision of a protective umbrella and the security of the capital that is transferred to the country.

An example of an investment that many in the country witnessed was Mr. Hossein Sabet's investment in Dariush Hotel, Jungle Park, and Dolphinarium in Kish. Around 1992, I invited him to the embassy. When we met, he was pale. I said what happened? He said, tell me what happened that the ambassador of Iran invited me for the first time after the revolution?

In short, he breathed a sigh of relief after the conversation. Later, during a two-day trip to the Canary Islands, I closely visited his huge investment, which included 8 hotels, numerous restaurants, a forest park, swimming pools and numerous stores, etc., and invited him to travel to Iran.

Because he was traveling to Iran for the first time after the revolution, he was very worried. Unfortunately, his passport was taken at the airport upon arrival, and he called me in the middle of the night in a panic. It took two days to find out that the similarity was nominal. He was in Iran for a few days and returned to Germany with a negative effect and came to see me.

The next time, I personally went to Kish with him and sat in his meetings with Mr. Yazdan Panah, the current manager of Kish, until he signed the initial investment contract, and I supported him continuously until his investments were keyed. After the implementation of Dariush Hotel, Jungle Park, and Dolphinario, he also invested in four other hotels in Kish, Helia, Laleh, Tamasha ,and Paniz, which totaled more than 100 million dollars.

In 2016, after many years, we met by chance on a plane on the way from Tehran to Frankfurt. He said that I spent about 10 years of my life and finally sold all my investments in Iran and left because they took my life. From the time I entered the airport until the time I returned to the airport, they demanded ransom and bribes from me, and... in short, it hurt my heart for two hours on the plane, and at the end, he said, at the same time, the security and monitoring organizations came to me and asked if I had given Mr. Mousaviyan a bribe.

Because he supported you strangely and made time for you. I told them that Mr. Mousaviyan was one of the rare people who supported me the most and did not expect anything from me, and before the revolution my father was the servant of Imam Reza's shrine, his father was one of the big carpet merchants of Kashan and...
Now some lessons from this one investment example.

First. At first, he was so afraid of Iran that he was too pale to talk to the Iranian ambassador in Ben Alman.
Second. Upon arrival, they took his passport and it was unnecessary.
Third. After ten years when his investments were realized, a calamity befell him and he left Iran.
Fourth. Not only was I not thanked for attracting and supporting him, some people also went to file a case.

This is a documented example of the lack of support and security for the investment of an Iranian living abroad. Therefore, legal and executive mechanisms should be prepared to solve these shortcomings.
