With what authority does Ayatollah Khamenei change the composition of the military and law enforcement forces and how did the armed forces come under the absolute authority of the state?

Following my note in Abdi Media regarding the promotion of the police force of the Islamic Republic of Iran "Naja" to the General Police Command of the Islamic Republic of "Faraja" by Ayatollah Khamenei and without the approval of the parliament to amend the Law of the Police Force of the Islamic Republic of Iran passed in 1990, it seemed to me that a few related legal and I will examine its history further and present the result.

Some people took this action of the leader of the Islamic Republic regardless of the fact that the leadership and the commander-in-chief of the armed forces decided that "commands and orders of the commander-in-chief take precedence over the law". According to Article 10 of the law of the police force approved by the parliament, it is known that "the powers of the commander-in-chief are not limited to the provisions of this law".

Probably for the army, which promoted the "headquarters" to the "general command of Aja" and practically the joint headquarters of the "Samaja" army became the "deputy coordinator of the army" despite its recognition in the constitution and paragraph "d" of article 110; They have put the same basis and authority as the basis.

Although the legal personality of "gendarmerie and police" was recognized in principle 172 of the constitution, but with the law passed in 1990, the "police force" was created by merging them, and the Guardian Council did not object to it.

Of course, in the past, despite the openness of the legal personality of the army and the IRGC and with the narration and centrality of Akbar Hashemi Rafsanjani and some figures, the army and the IRGC were planned to be merged after the election of Ayatollah Khamenei as the leader of this process, which started with the formation of the "General Command Headquarters". It was stopped and the Headquarters of the General Command became the "General Headquarters of the Armed Forces".
