متن بخشنامه ۲۸ آذر ماه ۱۳۶۳ شورای عالی قضایی به کلیه دادگاه ها و دادسراهای ایران مبنی بر پذیرش وکلاء

One of the wonders of the history of lawyering in Iran after the victory of the revolution is that until 1363, there were many problems for lawyering in the judiciary, especially the courts of the revolution, and many defendants did not have a lawyer.

The situation was the same even in the death sentences (execution).

On December 15, 1363, the Supreme Judicial Council approves that lawyers can refer to the branches of courts and prosecutors in the cases presented, and they are also obliged to consider the statements of lawyers and their bills according to legal regulations.

At that time, Ayatollah Mousavi Bejnvardi announced it on 28 December 1363 to all former peace courts, general (including: legal, criminal and special civil) and public prosecutors all over the country.

But please note that there is no name of the prosecutor's office and courts of the Islamic Revolution and the prosecutor's office and military courts in this resolution.

This story continued until years later, the Expediency Determination Assembly approved and confirmed the presence of lawyers, but in the case of special clergy courts, it stipulated that litigants should choose a lawyer from among the competent clerics nominated by that court.
