The former text of Article 18 of the regulation was as follows:

Verifying authenticity and issuing training certificates and supervising the issuing of cards of officers working in the central headquarters of the aforementioned institutions is the responsibility of the Public Prosecutor and the Revolution of Tehran, and the result will be announced to the General Prosecutor's Office.
