تصمیمات مالی و شاذ وزیر نفت دولت انقلابی

Yesterday, documents regarding the allocation of the oil company's resources to unrelated matters were disclosed and published. The leaked documents found ridiculous and sometimes interesting points, some of which I will discuss in this note.

First, consider the level of literacy and management of the Minister of Oil with the management records of several previous ministers.

Regardless of the messy composition of the instructions; This revolutionary minister does not know that the National Iranian Oil Company is a company with auditors and accountants and is subject to the supervision of various institutions, and every payment must be made according to the rules and regulations and from the budget.

Mr. Wazir, according to his advisor's suggestion (what does this advisor have to do with the Jamkaran Mosque? It is not known), instead of referring this proposal to the CEO of the National Oil Company for a decision, he agreed at the beginning. It is sent to the middle manager of that company (director of supervision of construction projects of oil-rich areas) in the National Iranian Oil Company and not to the CEO of the company.

Concerned about the consequences of the implementation of such an order with the regulatory and possibly judicial authorities, this manager informs the managing director of the National Iranian Oil Company during a tour, and of course, he did not stop there and emphasizes that the matter should be raised and adopted by the Board of Directors of the National Iranian Oil Company. be decided

It is natural that after the approval of the board of directors, there is no responsibility towards him and he is only an executive.

Other orders and approvals of the Minister of Oil are of the same nature.

For example, the implementation of such promises requires planning and decision-making in a working group.

Mr. Wazir, due to his revolutionary sweetness, first announces his agreement and then writes to his parliamentary deputy "for the proposal in the working group, with a favorable opinion".

So, in practice, that working group is useless and the executor of the orders of the highest official of the ministry, and not a legal decision-maker! It seems that the working group is only obliged to wear legal clothes on the orders of the minister.

Of course, the supervision of these orders is in addition to the internal institutions with supervisory institutions such as the Accounts Court and the General Inspection Organization of the country; Unless Kehtrinejad, the director general of the ministerial office of the Ministry of Oil, with his records and influence in the inspection organization of the country, wants to cover up these violations.
