The passive attitude of the director general of security of the Central Bank, who should be dealt with separately, and the lack of follow-up by the head of the country's security organization and the head of the security center of the Ministry of Economic Affairs and Finance, and the lack of involvement of the upstream regulatory institutions, have created an opportunity for violators.
