The water situation in Tehran is serious and the government has been forced to close the city.  The president has warned that "tomorrow we may not have water to drink."  Although Tehran's rainfall is higher than the national average, high population density has put a lot of pressure on resources.  Only 5 % of Tehran's five dams are filled and half the volume is dead.  The Lar Dam is almost dry.

Tehran is the second poor province after Sistan -Baluchistan.  The per capita of Tehrani water is about 2 cubic meters, while the average country is 2 cubic meters.  The population of 2 million in one percent of the country's area is 2 percent of the total population.  The land subsidence rate in southwest of Tehran has reached 5 cm a year and threatens infrastructure such as railways, airports and gas lines.

The population density in Tehran is 2 to 5 times the world standard and reaches 4 people per hectare in projects such as the National Housing Movement.  The green space in Tehran's district is only 4.9 % and most blocks lack green space.

The government has plans to develop southern coasts, reverse migration and revision of urban planning laws.  Water recycling and urban development based on land preparation have also been considered.  The doctors have again emphasized the transfer of the capital to the Makran coast.  In today's world, he says, the definition of security has changed and there is no choice but to develop the southern country.

The focus of industries and jobs in Tehran is the main cause of immigration and unnecessary population.  The municipality of Tehran also generates the main income from construction construction and construction duties, which has encouraged construction.  In year 2, the City Council approved a 5 percent increase in construction duties.
