On Wednesday afternoon, the Supreme National Security Council meeting again focused on the accident, nothing else.

Hassan Rouhani, former President, February 17, 2020 (Bahman 28, 1398): "On Wednesday afternoon, the Supreme National Security Council meeting again addressed the accident issue, not anything else; on Thursday, the suspicions increased somewhat. By Thursday evening, when I was speaking with the Chief of Staff [of the Armed Forces], this probability was already strong. The first moment that I was officially informed that the downing of the Ukrainian plane was due to human error was at 4:30 PM on Friday."

Ali Shamkhani, former Secretary of the Supreme National Security Council, October 2025 (Mehr 1404): "As soon as Sardar Bagheri informed me, I immediately informed the President."

Hassan Rouhani, in a press conference 40 days after the plane crash, did not mention that Shamkhani had informed him and emphasized: "I became unofficially aware of the possibility of the crash due to human error on Thursday evening."
