Although the SIM card is in the hands of every Iranian, the enemy can be the platform for gathering information, guiding operations and even influence.  For many years, upstream documents and laws have been stated in the necessity of organizing and monitoring the SIM cards, but for implementation reasons, this has been delayed.

What did the recent battle revealed?

During recent events, more than ever, the need for quick and decisive implementation of SIM card management regulations became clear.

According to current laws, every Iranian can have up to 4 active SIM cards and every non -Iranian person has up to 4 SIM cards, while legal entities do not face any restrictions.

There is currently no mechanism for separating vital SIM cards (banking, judicial, digital authentication, etc.);  This in crises makes it difficult to rapid security reaction.

Imagine if each person introduced only one "main SIM card", only the internet of the sub -card would be cut off during the attacks of the microprocessors, without disturbing the vital communication of citizens.

The weaknesses of the banking system and a serious threat to security

The ability to register multiple phone numbers for bank accounts has made it open to bypassing financial systems and financial secrecy.  As a result, renting bank accounts is possible for criminal activities, especially financing of terrorism.

Main Solution: Digital Identity Integration with Main SIM Card

According to Article 5 of the Executive Regulations of Article 5 of the Anti -Money Laundering Law, the Ministry of Communications is obliged to set up a "National Mobile Number System".

The purpose of this system is to allocate a phone number to any person (real or legal) to facilitate identification, authentication and communication with official institutions.

Suggested actions:

1. Definition and Introducing "Main SIM Card" in the National Smart Government Service Window

2. The requirement of "main SIM" registration for all government and banking services

3. Provide all information and services only through the main SIM card

4. Rapid SIM cards (deceased, outdated, dissolved companies, etc.)
