First, he stated that the Assembly of Experts cannot oversee the organizations under the leader’s supervision. This is an issue that Akbar Hashemi Rafsanjani worked hard to address in the Assembly, but as detailed in his daily notes, he ultimately reached an impasse.

Even with Sheikh Abbas Vaez Tabasi expressing readiness to report on the activities of the Astan Quds Razavi, it seems he also withdrew his offer after certain indications. Perhaps this was to prevent the establishment of such practices in the Assembly, as even reports from one of the organizations associated with the leader were dismissed due to higher considerations.

Secondly, there has always been a discussion in the Assembly about whether it is possible to oversee and implement Article 111 of the Constitution through questioning and investigation of the leader. The Research Committee exists in this Assembly, but the broader considerations of its members across different terms, and perhaps the directives received from the Supreme Leader regarding other responsibilities, have led them to interpret and act on the qualifications and continuous attributes of the leader in "practice" in two different ways, or to bypass the issue with silence and justifications such as safeguarding the leadership.

In my opinion, the details of Akbar Hashemi Rafsanjani's notes, especially from March 6, 2001, which addressed Seyyed Ahmad Khatami's resignation from the investigative committee of this Assembly under the pretext that practically nothing could be achieved, make this quite clear.
