In 1989, in the draft amendment to the Constitution, the dissolution of Parliament was included among the Leader’s powers under Article 110 of the Constitution. However, following objections from then-members of Parliament and other political figures, including Sheikh Mehdi Karroubi, Ayatollah Khamenei instructed the Constitutional Revision Council to remove it from the draft.

During all eight years of the Iran–Iraq War, the Parliament—described by the founding Leader as being “at the top of affairs”—was never suspended.

Even during the COVID-19 period, the so-called “closure” of Parliament was limited only to plenary sessions, and it remained a widespread global issue.

However, since the beginning of your leadership, after the postponement of the city and village council elections based on the opinion of the Supreme National Security Council—whose resolution would not be considered official without your approval—a new and unprecedented situation has emerged. Even in the most difficult conditions and during wartime under the first and second Leaders, elections in the Islamic Republic were never postponed, yet now the Islamic Consultative Assembly appears to be stalled and inactive.
