I wrote this note 5 years ago and republished it last year under the pretext of banning the book "Historical Notes"; And since the situation is still the same, I will publish it again.

"Not doubting the necessity of continuing the sacred defense in certain times (such as the continuation of the war after the liberation of Khorramshahr, etc.)" has been declared as one of the criteria for issuing a license to publish works related to the history of the war.
That is, it is enough to doubt this so that the book or any other work will not be licensed!
On January 13, 2019, in the country's official newspaper, the "Regulation on the Production and Publication of Literary and Historical Works of Holy Defence" was published, was signed by the country's highest military official, the Chief of the General Staff of the Armed Forces, Major General Bagheri.

The death of research and research comes when the result of the research has been determined in advance or they say that the results of your research must match or not contradict this view.

In the regulation that I mentioned, there are some strange things in the section "Criteria and criteria for the publication of literary and historical works of sacred defense and resistance". Like this criterion: "not presenting a violent face of the fighters in dealing with the enemy and opposing and counter-revolutionary groups", that is, whether violent encounters have been done or not, the narration of a violent face can prevent the publication of your work. Another criterion is as follows: "Not questioning the victory of the Islamic Republic of Iran in the imposed war and holy defense."

Whether the continuation of the war was necessary at different times, or whether Iran won the war or not, should be investigated at any point in time with new information and documents, and we may reach a new result each time. How is it that the loved ones assume that they know the results of all the current and future researches and give orders like this?

There are many of these cases in this regulation. For example, in one section it is said that the works must be consistent with or not contradict, such as "the statements and guidelines of Imam Khomeini (RA) and the position of the Supreme Leader (Madazla-ul-Ali)"; Also "with holy defense approaches in imposed war." Conformity and non-contradiction with the "themes of the Qur'an and Atrat", "with the concepts and values ​​of holy defense and resistance (sacrifice, jihad, martyrdom, etc."), "with religious teachings on the subject of jihad and defense."

How does the General Staff of the Armed Forces view the category of research? Do historians have the duty to defend the performance of military forces in war?
It is emphasized in the regulations that it is not specific to books and includes audio, video and multimedia works and: "Literary, historical works and educational texts on holy defense and resistance that were published before the notification of this regulation must receive a printing license for reprinting. "

In the regulations, the composition of the supervisory council is often military personnel or representatives of military institutions. The Foundation for the Preservation of the Works and Publication of the Values ​​of the Holy Defense is responsible for the implementation of this regulation. The foundation whose head has said in recent weeks: "Anyone who distorts the sacred defense will be recognized as a criminal and the violator will be dealt with according to the regulations." It stands.", "They are the holy defense of Hazrat Seyyed al-Shohad."

How do these words relate to the scientific, research and historical environment? With this literature, can we expect academics and thinkers to be present in war research? What will the future judge about these days of ours? Does this method leave credit for the works produced in this space, now and in the future, and does it not expose the historical works related to the history of the war to the accusation of arbitrary historiography?

Why are these regulations being compiled today despite the passage of 30 years since the end of the war? Why does an institution that should be accountable for its own performance, the budget it has received, and the duties it has, become a public prosecutor and talk about declaring a crime?
Can big budgets and buildings bring scientific glory? What is the status of the "Encyclopedia of Holy Defense"? I wish the Foundation for the Preservation of Works would hold critical meetings for the "Encyclopedia of Holy Defense" and their other works so that their scientific glory and specialized status would be revealed.

All over the world, independent researchers and people are worried about the distortion of history and its one-sided narrative by the power institutions, and the main question here is whether the concern about distortion is greater in a place where there is a lot of power and facilities or in the independent and popular sectors? And should you think that this regulation and these words will help to prevent distortion or may it become the basis for distortion?
