I recommend that you first carefully study the law on publishing and free access to information and its regulations, including the executive regulations of Article 8 of the mentioned law and the definition of public and private institutions that you cited. So that you understand, the audience and its coverage and scope are the governing bodies and public institutions and not real persons like me.

You tried very hard to make your article with legal citations and with the demonstration of the law, but your understanding of the law is a happy and free understanding and not an accurate understanding of this citation.

As you stated in your profile, it seems that you are a basic lawyer of a judiciary, but such a perception and comment from a basic lawyer of a judiciary and active in cyberspace is very strange and deserves a lot of thought.

And then, it's time for your questions, which I have told many times, not to you but to other companions, friends, and opponents, that if you know something bad about me, you are allowed to publish it.
