Merely filing a complaint or report to the prosecutor, even if it leads to a non-prosecution order, does not place any accusation upon the complainant/reporter, and they cannot be prosecuted on this basis. However, publishing such material gives the beneficiary the right to file a complaint and demand evidence from the publisher.

In the case of a complaint/report to the prosecutor, one must request the investigator/deputy prosecutor/prosecutor to refer the case, with the initiation of prosecution, to the intelligence authority as the judicial officer, so that the raw report/complaint, if it is an effective piece of evidence, can be documented.
