Wishing acceptance of worship and prayers during the holy month of Ramadan, in the implementation of paragraph (2) of article (10) of the Selection Law, considering that the legislator has defined the scope of authority of the selection committees for examining the ideological, ethical, and political qualifications of the individuals subject to the Selection Law before their entry to the stage of definitive employment; therefore, the High Selection Board in its session dated 16/11/1403, based on the Selection Law and its executive regulations, has approved the following matters regarding the selection of managers by the selection committees and central boards, which will be communicated for implementation:

1- Employees who have officially been employed and are among the permanent staff of organizations subject to the selection law do not need to go through the selection process for appointment to managerial positions at the basic, middle, and senior levels. Central committees and subordinate selection bodies are exempt from any further review and announcement of votes for the appointment of official employees to managerial positions.

2- Those staff members of the official testing apparatus, contractual and temporary, whose services are intended to be utilized in managerial positions must be introduced to the selection nuclei for qualification determination based on the principle of selecting the best, so that, in accordance with the Note (1) of Article (4) of the Executive Regulations of the Selection Law, a suitable vote may be issued regarding them.

It should be noted that the decision issued by the selection committee at this stage is only enforceable if it does not conflict with Article (9) of the implementation regulation of the law on the appointment of individuals in sensitive positions approved by the esteemed Council of Ministers on 5th Ordibehesht 1403.

The provisions of Article (9) of the executive regulations of the law on the appointment of individuals in sensitive positions (approved by the esteemed Council of Ministers) are as follows: Article (9) If the qualifications of the individuals inquired about are confirmed in writing by the three relevant authorities in accordance with the law and this regulation, any other action to alter the result of the inquiry shall be ineffective.

According to the law on the appointment of individuals to sensitive positions, the three mentioned authorities are: the Ministry of Intelligence, the Protection and Information Organization of the Judicial Authority, and the Intelligence Organization of the Islamic Revolutionary Guard Corps.

It is essential that the contents of this circular be communicated to all affiliated nuclei and simultaneously to the relevant administrative units in the organization so that they can be implemented.

It is obvious that the responsibility for the proper implementation of the circular will fall on the esteemed secretaries of the central committees and the respected managers of the selection cores across the country.

It is worth mentioning that all previous circulars and instructions contrary to the recent resolution of the Supreme Selection Board are null and void from the date of issuance of this circular.
