This is not merely an administrative violation; it is a matter of taking a life, meaning it has both administrative and criminal implications. If officers engage in behavior that causes concern and fear among the public, the act committed is a crime beyond a mere individual violation.

Transparency and a swift, appropriate response to the incident will undoubtedly play a significant role in preventing recurrence. However, this requires that, first, they abandon the policy of justifying violations and the notion that holding wrongdoers accountable provides ammunition for opponents or undermines the confidence of the officers.
