The Supreme Council of Cyberspace and the National Center for Cyberspace, which were established by the order of the Leader of the Islamic Republic, are supported by the unlimited authority of the leadership of the nation and the absolute guardianship of the jurist, as stated in the complement to Article 57 of the Constitution.  

The idea that the President can personally give an order to lift a filter is a very simple test.  

If Masoud Pezeshkian accepts the consequences — which is rather unlikely — he may have the courage and audacity to do so.  

If he issues such an order without coordination with the other holders of power, at the top of the power hierarchy, the Minister of Communications and Information Technology, as the responsible minister, will not implement this order, and even if it is issued, the issuer and executor would immediately be prosecuted by the Tehran Public and Revolutionary Prosecutor’s Office, and the order would be halted by judicial decree.  

The President’s aides, Pezeshkian himself, and the people around him are far more familiar with the actual structure of power and its legal requirements than you are, unless you are pursuing the same scenario that ...
