Mr. Raisi was not very much in favor of keeping it open at that time, nor was he very much in favor of shutting it down.

His view was that if these issues could be resolved through negotiation, then negotiate.

Following that, communication was established with various messaging platforms, including Telegram. Emails were exchanged, and he [Pavel Durov, Telegram owner] responded and was invited to come to Iran.

He came to Iran, and a meeting was held with him. Concerns were raised, and he agreed to certain limits, such as reporting channels that were against terrorism, child abuse, and violence.

However, the issue for some people was that the entire Telegram should be shut down because Telegram has a political impact, but they couldn't bring themselves to say that.
