Why was the Zaviyeh Financial Group's case closed without all the tax ambiguities being clarified?

Read the attached note and my accurate forecast regarding the tax evasion situation and Social Security claims related to the Zaviyeh Financial Group, especially the final section, again.

Also read the two recent notes, especially their publication dates, in response to MP Hossein Samsami on Abdi Media.

On those same dates, an accelerating trend took shape that raises this question: Were special measures taken to prevent the cases related to this group's tax evasion and Social Security claims from being reopened and reaching a conclusion, lest documents be uncovered and major avenues requiring extensive investigation be opened?

Investigator Keyvan Jafari from Branch One of the Prosecutor's Office for Government Employees was one of the investigators who had previously, in two separate cases concerning complaints related to alleged dereliction of duty and obstruction of judicial investigations into uncovering this group's tax evasion, issued decisions not to prosecute for Sobhanian, the head of the Tax Affairs Organization, and Mostofi, the then-head of the organization's Inspection Center and Anti-Money Laundering and Tax Evasion Center, which I reported on Abdi Media.

This time as well, in the current case under his supervision, he merely requested information from the Tax Disciplinary Prosecutor regarding a dissolved company called Zaviyeh Oil and Gas Investment, and after receiving the response that "approximately 100 million tomans in tax had been assessed and the taxpayer has not responded to that organization at all!"—as can be inferred from the contents of the prosecutor's office's final decision—he did not make further inquiries with the Companies Registration Office, the Financial Intelligence Center, the Ministry of Economic Affairs and Finance, the Social Security Organization, or other relevant oversight authorities, and issued decisions not to prosecute and to terminate prosecution for the individual and corporate defendants!

Interestingly, the case was not referred to the Economic Security Police of Faraja, FATEB, or any other specialized judicial officer for specialized investigation, nor was the matter referred to a tax or financial expert.

The prosecutor also, without addressing matters that were among the complainants' demands and are essential components of judicial investigations for completing transparent inquiries, agreed with Investigator Jafari's decisions in such a way that, fundamentally, the text of the prosecutor's office's final decision neither affirmatively nor negatively addressed the tax status (including even debt or evasion?) of this group's numerous other companies, nor did it even mention them! And the status of Social Security debts and claims is also entirely unclear!

Of course, reliable sources report that following the receipt of separate non-judicial reports by the then-CEO and the current Director General of Security of the Social Security Organization, and the follow-up by the State Inspectorate Organization, this organization initiated enforcement to collect approximately one billion tomans of its claims; however, interestingly, it only froze the accounts of Mohsen Eskandari Nia, the imprisoned CEO of this group!! As if the other companies and managers of this group have no separate legal personality or independent responsibility!

If that is not the case, why was the aforementioned action directed solely at Mohsen Eskandari Nia's accounts, and what has happened to the status of the other companies and managers of this group?

As for the Tax Affairs Organization, nothing at all...

Now the most important question is: Have all the tax and Social Security dimensions of this group been examined? If the answer is yes, where are the results of those examinations; and if not, why have the investigations stopped at this very point?
