If tax evasion and the role of lawyers are important to you,  
it is enough to:

First: The Judiciary's Information Technology Center and the Tax Administration should come to an agreement so that the powers of attorney that lawyers register, which state fees of 500,000 tomans or something around that (which is not even enough to cover two bags of snacks and a round trip by taxi to the courts), but in reality, some might receive up to 5 billion tomans from real or legal clients in cryptocurrency or foreign currency and not pay taxes on it!!!, are randomly checked against several power of attorney documents in ongoing or closed cases to verify compliance. Wouldn't this make tax evasion evident?

Second: The judiciary, based on the previous circular, should request private contracts from lawyers, and if they do not have them, explicitly state that no private contract exists. In this case, it will also prevent future corruption or administrative harassment.  

Of course, accepting these two proposals is conditional on there being necessity and willingness; although there will also be several other completely legal ways to evade this.
