According to the provisions of the budget law and the requirement of the Ministry of Economic Affairs and Finance to determine the status of license plates of vehicles in free zones, it was expected that the executive regulations of this issue would be compiled and promulgated in due time.

However, after several months of the legal obligation, the received news indicates that no practical action has been taken in this regard and the matter remains in an undecided state.

While this legal ruling, on the one hand, has a direct effect on strengthening the government's revenue sources and helping the country's budget system, and on the other hand, it can work in the framework of a balanced policy, for the benefit of the residents of free areas who are in more difficult economic conditions.

Nevertheless, the delay in the formulation and implementation of the executive regulations has raised the serious question that:

1- Why have the responsible institutions, including the Ministry of Economic Affairs and Finance and Customs of the Islamic Republic of Iran, not taken the necessary steps to start implementing the law?

2- What is the reason for the delay in drafting the executive regulations?

3- Under the conditions of serious budgetary restrictions of the country, why has a legally authorized revenue capacity been suspended?

4-And basically, what is the obstacle to the implementation of this legal duty?

From the point of view of public law, supervision of the good implementation of laws and financial discipline of the government, this situation requires clear accountability of the responsible institutions.

The delay in the implementation of the law is not only an administrative issue, but it can be considered as an example of neglecting to perform legal duties and has direct effects on public interests and the country's budget resources.

In such a situation, the relevant departments are expected to exercise special supervision;  The Ministry of Economy, Customs and other related institutions should be accountable for the reason for the delay and the implementation plan of this legal resolution in a clear manner and with a specific schedule.
