The aforementioned guideline is issued in implementation of Note 5 of Article 10 and with consideration of Chapter Four of the law.

 

According to the Judicial Media Center, the guideline on “Determining Effective Components in Awarding Rewards to Corruption Whistleblowers” was issued by the Head of the Judiciary.

The aforementioned guideline has been issued in implementation of Note 5 of Article 10, taking into account Chapter Four of the “Support for Corruption Whistleblowers” law and the executive bylaw of Chapter Two of the said law, ratified in 1403 (2024).

According to the guideline, the issuance of a reward for corruption whistleblowers is carried out by the authority reviewing the corruption report, based on the impact of the report in uncovering corruption, while observing the considerations and frameworks outlined in the “Support for Corruption Whistleblowers” law.

The guideline specifies that indicators such as “status of the report,” “subject of the report,” “whistleblower,” and “reported party” are among the effective components in determining a reward for a whistleblower.

Additionally, the effect of the provided information in uncovering or proving corruption and the timing of the report submission are key indicators for determining the reward amount for corruption whistleblowers.

The magnitude of the indicator “impact of the information provided in uncovering or proving corruption” is determined by considering the accuracy, evidence, and provability of documents and materials, and whether the report forms the basis of an investigation, trial, indictment, or judgment by the reviewing authority.

Other indicators related to determining the reward amount include “the significance and scope of corruption based on the number of people involved, both offenders and victims, and the organization of the corruption,” “the type of crime, whether financial or non-financial,” “the social and economic impact of the report in preventing harmful social consequences and major economic losses,” and “the value of the property involved in the corruption,” according to the guideline on “Determining Effective Components in Awarding Rewards to Corruption Whistleblowers.”
