Between 1946 and 1961, Dr. Balthazar was the then director of the Pasteur Institute of Iran in Tehran.

Between 1946 and 1961, Dr. Balthazar was the then director of the Pasteur Institute of Iran in Tehran. He was born in 1908 and died in 1971 at the age of 63.

Dr. Balthazar is known for his studies in the epidemiology of plague and rabies.

His actions brought the plague under control in the region. 
The office and research center that he had set up in the village of Akenloo, after being renovated by the efforts of Professor Dr. Mostafavi, was used as a research center for emerging and reemerging diseases of the Pasteur Institute.

The people of the village of Akenlu have very good memories of his actions to promote the health of the region.
