These are just two examples of private banks with a history of violations, and of course, the number is not limited to these two.
Therefore, the problem and the finger of blame must be directed at the cause, i.e. the central bank, before it is directed at the disabled. We should put central bank managers on the defendant's seat in the court, along with the offending private banks. The verse is closer to justice.
