Tension-causing circular in the Ministry of Jihad Agriculture?

In the circumstances that since March 2024, the government has not paid the importers of basic goods, including crude oil;  On the 2nd of December, all the people of the industry were shocked by the circular of the vice-chancellor of the Ministry of Jihad and Agriculture.

Because all the importers, including manufacturing factories and merchants, took measures to provide basic goods by obtaining foreign exchange facilities and foreign credit.

Now, instead of being grateful, the government has tasked all importers to hand over their goods to Iran's state-owned trading company so that they can buy from the aforementioned company again through quotas, while this company is only a trading company, not a producer, and this requirement is incomprehensible.

Currently, all companies register and record their sales in the Comprehensive Trade System under the supervision of the Ministry of Privacy and all regulatory institutions and the Bazargah system under the supervision of the Ministry of Jihad and the Modian system under the supervision of the Ministry of Economy.

Where is the performance of these economic activists?

Does this circular have any other effect than creating tension in the market?

Does anyone import with this circular?

Can't Iran's state-owned business proceed with imports as in the past?

Probably, if this letter is not revoked, the market will become very critical and in the current conditions, another problem will be added to the problems of the country.
