Shouldn't there be a unit in his office to supervise the implementation and follow-up of these intentions, and should the insubordinate not be dealt with according to disciplinary and criminal laws?

Even mid-level government officials have such a section in their offices, but the office of the Leader of the Islamic Republic does not?
