They gave good explanations about the history of the formation of this unit and described its progress. It is a good plan and approach; it will make up for the deficiencies of the navy. The district governors trained by the Ministry of Interior came with Mr. Nateq Nouri [Minister of Interior]. They gave a report on the training course and its materials; it is interesting. This is the first time since the Revolution that a training course has been held for district administration officials, and priority has been given to locals. I also spoke to them at length and emphasized having a direct relationship with the people and being people-oriented.
The Agricultural Jihad Land Commission came; they had several questions about the issue of agricultural land, such as the fate of the bill in the Majlis and the resolution of the Revolutionary Council and... I answered them and clarified their course of action: they should distribute uncultivated and barren lands in accordance with the Revolutionary Council's law and leave cultivated lands alone until the law implementing Article 49 determines their status. I gave an interview to the Kuwaiti magazine «Sawt al-Khalij».
Mr. Dr. [Mohsen] Nourbakhsh [Governor of the Central Bank] came and was consulting about how to deal with loans made before the law abolishing usury; he claimed that if they wanted to implement them without interest, the banks would suffer a loss of one hundred and fifty billion tomans; it was decided to seek the Imam's guidance. In the afternoon, we had a meeting of the [Supreme] Economic Council and then a meeting of the heads of the branches of government.
