I had a meeting with the Libyan delegation led by Major Jalloud, and we discussed the agreements. He insists that we sign a broad, general defense solidarity pact for both revolutions. We maintain that agreements must be made on a case-by-case basis. He insisted on being able to meet with the Imam, but the Imam does not agree.

We held an open session of Parliament. Several bills were passed. I had a few meetings with representatives. In the afternoon, I also met with the high-level oversight boards for purges [cleansing administrative personnel] and instructed them to extend forgiveness and leniency toward minor offenses while maintaining strictness regarding corrupt and duty-neglecting officials. I explained to them that our Revolution does not wish, like Marxist revolutions, to dismiss all employees of the former regime, nor do we want, like coups, to merely settle for changing the head of government. The Revolution has a goal, substance, and a mission. We must invest time and effort into identifying righteous, unrighteous, and guilty individuals through thorough investigation.
