I reached my office at half past seven in the morning. In the reports, there is a lot of attention from the media and governments towards my statements regarding mediation for peace, and it is generally positive. [George] Bush, [President of the United States] did not deal badly either. By nine in the morning, things were done. The news came that a number of Iraqi planes arrived again yesterday.

Mr. [Hamid] Mirzadeh, [Executive Vice President], came and reported on his trip to Zabul; There is a lot of damage [flood incident]. I was supposed to travel to the region. Mr. Ali Khani came. He gave a report on the situation in Qazvin and requested for electrification of the villages of Qazvin and gifts to the freedmen of Qazvin and the transformation of Qazvin into a province.

The Supreme Administrative Council had a meeting. It took three hours and finally the supply and distribution centers of the Ministry of Commerce were dissolved; It is an important decision. In the evening Mr. [Sidkamal] Kharazi, [Permanent Representative of Iran to the United Nations] came. He consulted for current issues and asked for explanations to know the real positions. I did not participate in the meeting of the government board because of work and because of boredom and cold.

Sarshab, [Mr. François Mitterrand], the president of France, spoke on the phone and thanked Iran for its positions and for more cooperation between the two countries and for cooperation in reforming the region and ending

Jang expressed enthusiasm. Mr. [Mahmoud] Vaezi, [Deputy for Europe and America], gave explanations about France's opinions regarding regional issues and war; France is worried about America's domination over the region and wants to prevent the monopoly of American power by cooperating with Iran. He quoted from the Soviet representative that the situation of the Russians is the same as that of France.
