In this resolution, which was adopted with 19 votes in favor, 11 abstentions, and 3 votes against, without mentioning the longstanding and extensive cooperation of the Islamic Republic of Iran with the International Atomic Energy Agency, Tehran has been accused of non-compliance with its safeguard obligations. The document states that Iran has been remiss in its full and timely cooperation with the Agency regarding "unannounced nuclear materials and activities at several sites" since 2019. It also mentions that the Agency's inability to provide assurance regarding the peaceful nature of Iran's nuclear program is an issue that could fall under the jurisdiction of the United Nations Security Council.

In this resolution, which is actually the sixth resolution following the implementation of the JCPOA and the official closure of the file on the "possible military dimensions" of Iran's nuclear program in 2015, the Director General of the Agency has been asked to "continue his efforts to implement this resolution and the previous resolutions and provide a new report on developments related to these issues."Before the voting began, member countries of the so-called "Think Tank" warned in a joint statement that the claims made in the resolution lack factual and legal basis and that there is a risk that the process of resolving the Iranian nuclear issue may move outside the framework of the Agency.The Islamic Republic of Iran also warned that any reckless action in the Board of Governors would be met with a decisive response. Seyed Abbas Araqchi, our Foreign Minister, wrote on X (formerly Twitter): The three European countries had seven years to fulfill their commitments under the JCPOA. They have completely failed in this regard, whether out of malice or inability.

Iraqchi, referring to his earlier warning to European countries, emphasized: another major strategic mistake by these three countries will force Iran to respond decisively. The full and absolute responsibility for this situation lies with the malicious actors who have caused their own loss of credibility.
