Imam Ali says: "The rulers will not be reformed except through the steadfastness of the people." The reform of the rulers depends on the people's adherence to the path of truth.

Imam Ali also says: "When innovations appear, it is upon the scholars to manifest their knowledge." When something is added to or removed from the religion and attributed to it, it is the scholars' duty to present the correct faith and eliminate innovations.
