Will the collapse of the government lead to the collapse of the system?

If the government wants to improve the situation of the people, it needs a president who is strong and engaged with the leadership. 
During the Khatami period, extremism took place that prevented this interaction. 

I hope that if the doctors bring a vote, they can create that interaction and create a better situation.
