The Guardian Council, due to the ambiguity present in the security agreement between Iran and Russia, has refrained from commenting on this bill and has conditioned its opinion on the clarification of the provision. It has requested that the clause regarding the "necessity of review and approval by the Parliament" be included in all articles of this agreement.

The Research Center of the Parliament has noted in part of its review: A clause in this agreement that refers to "participation in multilateral negotiations regarding confidence-building measures related to international information security" is ambiguous, as the term "participation" is unclear and it is not specified what action it entails. Furthermore, there are no stipulations or limitations regarding the actors or mechanisms for conducting multilateral negotiations, which could pose challenges for the country.
