The magazine “Aghahi No” has published a report on the fall of Bashar al-Assad’s government, including a conversation between Hassan Rouhani and Vladimir Putin, the presidents of Iran and Russia, about Syria in 2013.

Rouhani asked Putin:
What do you want to do in Syria?

Putin replied hesitantly:
Do you think Assad can be kept?

Rouhani responded:
Yes, but with reforms.

Putin asked:
How?

Rouhani explained:
The Ba’ath Party in Syria is also secular and does not interfere with people’s social freedoms. In this situation, only Assad can maintain the unity of Syria and there is no alternative. We have also tried to find an alternative, but neither we nor the French, British, or even you Russians have one.

Putin insisted:
It is unlikely that Assad will remain.

Rouhani repeated:
Who is the alternative? The army only takes orders from Assad.

Putin asked:
What if Assad is removed?

Rouhani replied:
Syria will collapse and he must be protected.

Putin said:
I have no problem providing Assad with arms.

Rouhani added:
Arms are not enough, we need to provide political support.

Putin did not let Rouhani go. He took his hand and walked with him to the car. Putin had known Rouhani since they were both secretaries of the Supreme National Security Council of their countries. As Rouhani was getting into the car, Putin whispered in his ear:

I have prepared a ship on the Mediterranean coast and a plane at our bases, so that in an emergency, Bashar al-Assad can come to Moscow.

This statement shook Rouhani; did Putin really think Assad would fall? But he didn’t express this thought to Putin, as he didn’t know if Putin’s concern was genuine or a ploy to bypass Assad. Rouhani only whispered to Putin:

It’s a good plan, but only Assad shouldn’t know. He shouldn’t think there’s a way out for him. He must know he’s doomed to resist.
